District II

District II law enforcement program covers both the Eastern Oklahoma and Southern Plains Regions, consisting of a District and Sub-District office and four (4) Agency offices. District II provides direct service to twenty three (23) tribes. The District also provides contract support and or technical assistance and training to nine (9) Contracted PL:638 programs and fifteen (15) Self-Governance programs. District II is comprised of thirty nine (39) Tribes, located in Oklahoma, Texas and Kansas.

Programs under BIA-OLES District II, cover a vast area of both extremely rural and urban terrain, covering several thousand square miles. LEOs routinely respond to dangerous calls for service, involving weapons, violence and domestic assaults. LEOs traverse great distances between locations in inclement weather with response time delays due to prisoner transport duties and manpower shortages. These instances hinder the response time of LEOs due to the lack of inadequate funding to support required staffing levels.

Of Oklahoma's 77 counties, 63 contain over a million acres of Indian country trust and restricted land. BIA-OLES provide direct service in 33 of these counties. This area spans a majority of the state with a land base twice the size of the Navajo Reservation in Arizona with over double the total population. Oklahoma has the second largest Indian population in the United States, estimated at over 241,000.

The District II Primary Office is located in the Eastern Oklahoma Region at the Eastern Oklahoma Region Office building, 3100 West Peak Boulevard, Muskogee, OK, 74402.

The District II Sub-Office is located in the Southern Plains Region at the Southern Plains Regional Office building, Highway 281 north, Anadarko, OK, 73005. This office supervises criminal investigative programs located in Anadarko, Oklahoma, and Ponca City, Oklahoma.

District II is currently staffed with several Special Agents to conduct investigations. These investigators are divided between rural and urban service areas with considerable distances between areas of responsibility due to the checkerboard jurisdictions.

District II is currently experiencing a dramatic increase of gaming enterprises within Indian Country. Oklahoma now has over seventy (70) Indian Casinos located within Indian Country. With these enterprises an insurgence of other crimes have shown to be increasing, such as embezzlement, money laundering and illegal drug distribution.

District II BIA-OLES currently has over one hundred Memorandums of Understanding (MOU's) in affect with county, municipal and tribal law enforcement jurisdictions. The District has implemented a more streamlined process to accommodate the extensive cross-deputation process through a standardized MOU agreement approved by the Oklahoma State Tribal Relations Sub-Committee and the Governor’s office.

The District does not have any detention facilities or staff therefore, we must contract jail service from county jails.

The District Office provides direct services to nineteen (23) tribes in the Eastern Oklahoma and Southern Plains Regions. Those programs and locations are:

The Wewoka Agency services the Seminole Nation of Oklahoma.


Anadarko Agency

Anadarko, Oklahoma.

The Anadarko Agency services the Kiowa-Comanche-Apache Tribe, Fort Sill Apache Tribes, Caddo, Wichita and Delaware Tribes.
