The Director of the Bureau of Indian Education (BIE) was authorized by Congress to enter into agreements with third parties to lease the land or facilities of a Bureau-operated school in exchange for funding that benefits the school. This proposed rule establishes standards for the appropriate use of lands and facilities under a lease agreement, provisions for the establishment and administration of mechanisms for the acceptance of consideration for the use and benefit of a school, accountability standards, and other provisions related to monitoring the consideration received. The Department of the Interior plans to host two consultation sessions on the proposed rule. The Department will also be hosting a listening session on the proposed rule at 3:00pm (local time) on Monday, June 27th, 2016 in Spokane, Washington, in conjunction with the National Congress of American Indians mid-year conference.
