BIE Standards, Assessments, and Accountability

In July 2018, the Secretary of the Interior established the Bureau of Indian Education (BIE) Standards, Assessments, and Accountability System Negotiated Rulemaking Committee (Committee), to provide the Secretary with recommendations on the development of regulations to define BIE's standards, assessments and accountability system consistent with the Elementary and Secondary Education Act (ESEA) section 1111 (20 U.S.C. § 6311), as amended by the Every Student Succeeds Act.  In addition, the Committee was asked to provide recommendations that encourage the exercise of the authority of Tribal governing bodies or school boards to adopt their own standards, assessments, and accountability system through the use of waivers as described in ESEA section 8204(c).

On June 10, 2019, the Bureau of Indian Affairs (BIA) published the proposed rule in the Federal Register.  To view the proposed rule, please click here.  In addition, the Tribal Leader letter announcing the consultation sessions is available here.  The comment period of Friday, August 9, 2019, has closed.  Transcripts from the  previous consultation sessions are provided at the bottom of this page.

The final rule was published in the Federal Register on March 26, 2020.  In addition, the Agency Plan to Implement the Standards, Assessments, and Accountability System was published in the Federal Register on March 27, 2020, which includes upcoming consultation sessions.  Detailed information for the upcoming consultation sessions is provided in the table below.
