Tribal Energy Agreements (TERAs) promote Tribal control over energy development on Tribal lands and offer the potential for economic growth. On June 17, 2019, the Assistant Secretary - Indian Affairs announced proposed changes to the TERA regulations and an upcoming listening session and consultations for input on the proposed changes in a Tribal Leader letter. The proposed changes aim to remove hefty regulatory requirements and proposes to establish an alternative to TERA through a certification of Tribal Energy Development Organization (TEDO).
