Overview

The Departments of Commerce and the Interior have announced a significant $240 million investment aimed at bolstering fish hatcheries that produce Pacific salmon and steelhead, highlighting President Biden’s commitment to Tribal Nations and fulfilling federal treaty responsibilities. This funding, which comes from the Biden-Harris administration's Investing in America agenda, aims to support Tribal communities in the Pacific Northwest by ensuring their subsistence, ceremonial, and economic needs are met. The National Oceanic and Atmospheric Administration is collaborating with the Bureau of Indian Affairs to distribute this funding effectively, reflecting the administration's dedication to promoting Tribal sovereignty and self-determination. 

An initial allocation of $54 million will be directed to 27 Tribes for immediate hatchery maintenance, with the remaining funds available competitively for more extensive projects aimed at:

  • Improving the efficiency and effectiveness of fish hatcheries in rearing healthy Pacific salmon and steelhead, and 

  • Enhancing the resilience of hatcheries to climate change and other environmental stressors, and 

  • Supporting tribal co-management of Pacific salmon and steelhead resources, ensuring the health of these culturally and economically vital species for future generations. 

The following 27 Tribes are eligible for both the non-competitive and competitive funding opportunities:

Non-Competitive Allocation :

BIA is utilizing a non-competitive opportunity to distribute up to $2,000,000 per Tribe for Pacific salmon and steelhead hatchery facility maintenance and modernization projects, as well as capacity building needs (no more than $500,000 can be used for capacity building).

The application period for the non-competitive allocation has ended.

Timeline:

  • July 1st, 2024 - Application Deadline
  • August 2024 and later – Project Funding Obligated and Disbursed

Competitive Allocation :

Competitive Opportunity Announced
The Northwest Regional office will begin accepting application for the competitive funding starting 10/03/2024. This opportunity will make approximately $184 million available to eligible Tribes for maintenance and modernization at fish hatchery facilities.
