Dear Tribal Leader:
I am following up on the enrollment data collection discussed at the Tribal consultations sessions held March 25, 26, and 29 of this year regarding Indian Affairs' implementation of the American Rescue Plan. Indian Affairs identified, and Tribes expressed support for, collection of current Tribal enrollment data to inform American Rescue Plan funding allocations for Tribes. As a result, Indian Affairs is reaching out to all federally recognized Tribes to get update, aggregate Tribal enrollment information.
Please fill in and certify the attached enrollment data collection form and submit it to the Regional contact listed on the instructions by 9:00pm (ET) on April 12, 2021. It is imperative that Indian Affairs obtains this information as soon as possible to guarantee timely, equitable and accurate distribution of program funds provided under the American Rescue Plan. The form should have the signature of the authorized Tribal official vested with the authority to formally transmit this information to the Federal Government. If you cannot submit via email, please send a hardcopy of the completed for to the Regional Office address listed in the form instructions.
Once the Regions have received Tribal enrollment data, the data will be securely compiled into a aggregated report by the Central Office. The data can then be used to inform funding allocations of Indian Affairs, and potentially other Federal agencies. Based on our review of Freedom of Information Act (FOIA) requirements it is likely that neither Tribal enrollment data submissions nor aggregate Tribal enrollment data can be protected from FOIA requests or discovery, and may also be made publicly accessible per the Open Data Act.
