How to Apply for Tribal Climate Resilience Annual Awards

Preparing an application for the Branch of Tribal Climate Resilience (TCR) Annual Awards Program is a multi-step process. Starting early and carefully reviewing the FY2024 Annual Awards Program Solicitation will help you to prepare a complete and competitive application package.

Create an Account on the TCR Annual Award Application Portal

Before you submit an application, you will need to create an account on the TCR Annual Awards Program Online Application Portal

If you have an account from last year’s solicitation, please log in with your existing account. 

Information You’ll Need

To create an account, from the TCR Annual Awards Program Online Application Portal, first click "Application Portal" and then click "Create Account." You will need the following information:

  • Your full name.
  • The contact email address where you’d like to receive application updates.
  • Your role with the project, such as principal investigator, project manager, program director, grant writer, or general applicant representative.
  • Optionally, the name of the Tribal program administering the project.
  • The name of the federally recognized Tribe or authorized Tribal organization applying for project funding.

Creating an Account for a Tribe

If you are creating an account for a federally recognized Tribe, you will first need to select your Tribe’s BIA region and then find your Tribe’s name according to how it is printed in the Federal Register. 

If you would like to use a different name for your Tribe than what appears in the Federal Register, enter your preferred name in the “Preferred Tribal Name” box. 

Creating an Account for a Tribal Organization

If you are creating an account for a Tribal organization, you will need to enter the official name of your federally recognized Tribal organization. 

Confirm and Set Up Your Account

After you complete and submit the account creation form, you will receive a confirmation email within a few minutes with a link to set your password and log in to the portal. 

If you do not receive a confirmation email, first check your email junk or spam folder. If you did not receive a confirmation email or have problems creating an account, contact tcr-helpdesk@navancio.com for assistance.

Choose Your Award Categories

Applications for the FY 2024 Annual Awards Program may be submitted in the following three categories:

  Category 1
Planning
Category 2
Implementation
Category 3
RMP Staff
Who is eligible? Tribes, Tribal Organizations Tribes, Tribal Organizations Tribes
Award maximum $250,000 $4,000,000 $150,000/year for 3 years ($450,000 total)
Project examples
(Eligible projects are not limited to these examples. Reach out to us to learn if your project is eligible.)
Development of climate planning documents (adaptation plans, risk assessments, management plans, etc.), construction plans/designs, training and workshops, internships/climate staffing, youth engagement, and more. Executing projects that are supported by existing planning documents, such as relocation, managed retreat and protect-in-place efforts, infrastructure needs, habitat restoration, and more to increase climate resiliency. Eligible supporting plans may include Tribal climate adaptation plans, relocation plans, natural resource plans, drought plans, hazard mitigation plans, ecological restoration plans, greenhouse gas mitigation plans, and construction or engineering plans/designs. Funding personnel to plan and implement relocation, managed retreat, and protect-in-place actions. Award includes staff participation in the RMP Cohort, a year-long training and support program.

Submitting Multiple Applications

A Tribe or Tribal organization can submit multiple application packages for each funding category. However, each applicant may only receive one award per category. Only the highest-ranking proposal for each category will be considered for funding.

Each application package prepared through the online application portal will ask for supporting documents. Which documents are required depends on the funding category you are applying for.

All applications must include a budget table (Microsoft Excel preferred). An optional budget table template is provided for your convenience, though it is not a required format.
