WASHINGTON - The House and Senate appropriations committees with funding authority over Department of the Interior (DOl) programs have approved a DOl plan to realign the management organization of the Bureau of Indian Affairs (BIA) and the Office of the Special Trustee for American Indians (OST). Input for the reorganization plan was received through the Joint Tribal/DOl Task Force on Trust Reform and a series of consultation meetings the Interior Department held over the past year with tribal leaders.

WASHINGTON – The Joint Tribal Leaders/DOI Task Force on Trust Reform will hold its final meeting on December 16th and 17th at the J.W. Marriott Hotel in Washington, D.C. At this meeting, task force members will provide closing comments and review their work over the past 11 months that has been aimed to improve trust management systems and processes to better serve American Indian and Alaska Native tribal and individual trust account beneficiaries.

McCaleb today announced the Bureau of Indian Affairs (BIA) recognizes the leadership of the Kickapoo Traditional Tribe of Texas (KTTT), selected by tribal members on October 28, 2002, as the tribe’s provisional governing body. The recognition accepts the Traditional Council members selected through last month’s ‘Vote of Conscience’ for the purpose of maintaining the tribe’s government-to-government relationship with the United States.

WASHINGTON – On Tuesday, November 26, 2002, Interior Assistant Secretary – Indian Affairs Neal A. McCaleb will be joined by The Honorable R. WASHINGTON - In an official proclamation issued by the White House, President George W. Bush has declared November “National American Indian Heritage Month.” President Bush praised American Indian heritage and Indian role models who serve as a central part of America’s history, including Sacagawea and the Navajo Code-talkers of World War II.

On September 10, 2002, the Department of the Interior received a Class III gaming compact executed by the Seneca Nation of Indians and the State of New York. Under the terms of the Indian Gaming Regulatory Act (IGRA), the Secretary may approve or disapprove the compact before the date that is 45 days after receipt of the compact. If the Secretary does not approve or disapprove the compact by that date, the compact is considered to have been approved, but only to the extent that its terms comply with the requirements of IGRA.

McCaleb today announced the formation of the National Indian Country Telecom Infrastructure Consortium (NICTIC) to coordinate an effort to build and improve the telecommunications infrastructure throughout Indian Country. McCaleb today announced the awarding of a $250,000 grant to the Metlakatla Indian Community (MIC) of the Annette Island Reserve in southeast Alaska to support the tribe’s efforts to explore mineral development on its lands. The grant will fund an environmental review of the tribe’s Bald Ridge Aggregate Project, a proposed quarry that would help alleviate high unemployment among tribal members and provide a source of high quality crushed rock for infrastructure projects in the Pacific Northwest.

WASHINGTON - Interior Assistant Secretary - Indian Affairs Neal A. McCaleb today affirmed his support for efforts by Alaska Natives to preserve their traditional bowhead whaling activity. McCaleb met today with members of the Alaska Eskimo Whaling Commission's (AEWC) on the eve of the delegation's journey to Cambridge, England, where they will defend the whaling rights of their people before the International Whaling Commission (IWC).

WASHINGTON - The U.S. Department of the Interior's Office of Historical Trust Accounting (OHTA) has mailed detailed accounting statements to 560 Individual Indian Money (IIM) account holders in Arizona. OHTA Executive Director Bert Edwards says the mailing is the first phase of an effort to notify thousands of IIM account holders across Indian country that their trust fund balances have been investigated, audited and reconciled.

McCaleb today announced the awarding of a $460,518 grant to the Three Affiliated Tribes of the Fort Berthold Reservation in North Dakota, to support the Tribes’ efforts to enter the oil refining business by building a Clean Fuels Petroleum Refinery (CFPR) on its reservation. “With the right help, tribes can find innovative ways of developing and using their natural resources to build a strong economic base and provide jobs for their people,” McCaleb said.

PHOENIX – In an address yesterday before a large crowd of tribal government and business leaders attending the National Summit on Emerging Tribal Economies, Assistant Secretary – Indian Affairs Neal A. McCaleb drew upon his 30 years of experience as an entrepreneur to point out the importance of partnerships between tribes and federal agencies and corporations.

WASHINGTON – Building sustainable tribal economies and creating jobs will be the focus of the National Summit for Emerging Tribal Economies, which will take place September 16-19, 2002 in Phoenix, Ariz., at the Phoenix Civic Plaza. The Summit, which will be hosted by Secretary Gale Norton, is a major initiative that will seek ways to create 100,000 jobs in Indian Country by 2008 and establish sustainable, market-driven tribal economies by 2020.

WASHINGTON – Bureau of Indian Affairs Regional Director Stanley M. WASHINGTON – Assistant Secretary – Indian Affairs Neal A. McCaleb today announced he has issued a Notice of Final Determination whereby he declined to acknowledge that the Muwekma Ohlone Tribe (petitioner #111, formerly known as Ohlone/Costanoan Muwekma Tribe) located in San Jose, Calif., exists as an Indian tribe within the meaning of Federal law. The decision is based on a determination that the petitioner does not satisfy three of seven mandatory criteria set forth under 25 CFR Part 83, specifically 83.7(a), 83.7(b) and 83.7(c).

WASHINGTON - The National Summit on Emerging Tribal Economies, which is scheduled for September 16-19,2002, in Phoenix, Ariz., supports President Bush's goal for creating economic security for all Americans. "The President will not be satisfied until every American who wants a job can find a job, and all Americans have economic security," said Ruben Barrales, the president's deputy assistant and director of Intergovernmental Affairs, in a letter to tribal leaders on August 15, 2002.

WASHINGTON - A cooperative agreement between the General Services Administration (GSA) and the Department of the Interior's (DOI) Indian Affairs eGovernment initiative will allow Federally recognized Indian tribes to participate in a program that will provide a domain name suffix identifying the tribe on the World Wide Web as a government entity.

WASHINGTON – The Joint Tribal Leaders/DOI Task Force on Trust Reform will hold its next meeting on August 26-28, 2002 at the Hilton Anchorage Hotel in Anchorage, Alaska. At this meeting task force members will continue to look at reforming current trust management systems and processes to better serve American Indian and Alaska Native tribal and individual trust account beneficiaries.

Washington - The Assistant Secretary-Indian Affairs Neal McCaleb commended Walker River Paiute Reservation Chief of Police Ray East for his courageous act of rescuing the 10-year old California girl abducted from her home in Riverside, CA on Tuesday morning.

"It's great that the incident ended with the little girl safely being returned to her family," said the Assistant Secretary-Indian Affairs. "I commend Chief of Police East for his heroic effort and I believe his actions speak to the caliber of tribal police officers we have working remote reservations nationwide."

Washington -The Bureau of Indian Affairs Indian Reservation Roads Program is holding a series of meetings around the country to educate the public on the proposed rules that are the product of negotiated rulemaking between tribal representatives and Federal representatives from the Department of the Interior and the Department of Transportation under the Transportation Equity Act for the 21st Century. WASHINGTON - The Assistant Secretary-Indian Affairs Neal McCaleb has announced that the Department of the Interior published a Notice of Proposed Rulemaking for the Indian Reservation Roads Program in the Federal Register on August 7, 2002. The proposed rule is the product of negotiated rulemaking between tribal representatives and Federal representatives from the Department of the Interior and the Department of Transportation under the Transportation Equity Act for the 21st Century.

WASHINGTON – Interior Secretary Gale Norton and Assistant Secretary – Indian Affairs Neal A. McCaleb will address the pressing need for economic and employment growth throughout Indian Country at the National Summit on Emerging Tribal Economies, which will be held September 16-19, 2002 in Phoenix, Ariz., at the Phoenix Civic Plaza. Washington - The Department of the Interior Bureau of Indian Affairs will conduct a series of regional consultation meetings from August 9th to September 9,2002, to obtain comments, opinions, and ideas that will lead to the establishment of a Negotiated Rulemaking Committee to develop recommendations for proposed regulations under the No Child Left Behind Act of 2001.

WASHINGTON--The Bureau of Indian Affairs' Office of Law Enforcement Services (BIAOLES) announces the 2nd Annual Indian Country Corrections Summit to be held from July 16 - 18, 2002, at the Hyatt Regency in Albuquerque, New Mexico. The summit theme is "Positive Change Through Effective Partnership." The purpose of the Summit is to create awareness, share ideas, establish partnerships and enhance commitment to Indian Country Corrections.

Washington - The Department of the Interior's Assistant Secretary-Indian Affairs Neal McCaleb has named Daniel J. DuBray, a member of the Rosebud Sioux Tribe, as his Special Assistant for Communications - Indian Affairs.

"Dan will be a valuable asset to Indian Affairs with his extensive media and Capitol Hill experience, and his understanding of American Indian issues," McCaleb said.

WASHINGTON - Interior Assistant Secretary - Indian Affairs Neal A. McCaleb today announced that he has signed a reconsidered final determination which declines to acknowledge the Chinook Indian Tribe / Chinook Nation (formerly the Chinook Indian Tribe, Inc.) of Chinook, Washington, as an Indian tribe for federal purposes. This decision concludes that the Chinook petitioner did not demonstrate that it meets all seven mandatory criteria to be acknowledged as a tribe with a government-to-government relationship with the United States.

WASHINGTON – Interior Assistant Secretary – Indian Affairs Neal A. McCaleb today announced that he has confirmed Aurene Martin as his Deputy Assistant Secretary – Indian Affairs. She had been acting deputy assistant secretary since May 28, 2002. Ms. Martin, a member of the Bad River Band of Lake Superior Chippewa, came to the Interior Department in October 2001 as Counselor to Assistant Secretary McCaleb.

WASHINGTON – Interior Assistant Secretary – Indian Affairs Neal A. McCaleb has approved a request by the Southern Ute Indian Tribe to join in partnership with the Trident Exploration Corporation for the development of the Canadian company’s natural gas leases in Alberta. The Southern Ute Tribe is widely recognized for its success in the extraction of coal-bed methane gas and will lend its expertise to Trident Exploration as part of its economic development strategy.

McCaleb today announced his approval of the United Auburn Indian Community of California’s application to acquire 49.21 acres of land into trust in Placer County, Calif., for the purpose of constructing and operating a Class III gaming facility. The Tribe has agreed to financial and other conditions that support state and county operations affected by the proposed casino, including the preservation of natural and scenic qualities of county lands.

(WASHINGTON, D.C.) – The FY2003 request for the Bureau of Indian Affairs is $2.3 billion, including $22.9 million for the legislative proposal to shift to the agencies the full cost of the CSRS pension system and the Federal employee health benefits program. Without the legislative proposal, the request is $2.2 billion, an increase of $22.9 million over the FY2002 level, for the BIA to carry out its responsibility for providing services to Federally recognized American Indian and Alaska Native Tribes and individuals.

(WASHINGTON, D.C.) – Interior Assistant Secretary – Indian Affairs Neal A. McCaleb today announced his approval of the reconsidered final determination in favor of Federal acknowledgment for the Cowlitz Indian Tribe of Washington. The reconsidered final determination, which McCaleb signed on December 31, 2001, affirms the final determination signed by his predecessor, Assistant Secretary – Indian Affairs Kevin Gover, on February 14, 2000 acknowledging that the Cowlitz Indian Tribe exists as an Indian tribe within the meaning of Federal law.
