The Bureau of Ocean Energy Management (BOEM) in the Department of the Interior is responsible for authorizing the planning, leasing, and transmission of renewable energy resources, including offshore wind, in federal waters on the Outer Continental Shelf (OCS) in an economically and environmentally responsible way. BOEM facilitates the responsible development of offshore wind through meaningful engagement with Tribal Nations and Indigenous Peoples and government-to-government consultation with Tribes at all steps of the process; conscientious planning to identify areas with the best potential for offshore wind that avoid, minimize, and mitigate potential impacts to the ocean and ocean users; comprehensive environmental analysis; and sound technical review. Additionally, BOEM seeks collaborative research and knowledge co-production opportunities with Tribes and Indigenous Peoples in its offshore wind-related environmental studies work. Responsible stewardships, informed and timely decision-making, and inclusive and transparent engagement are core values that drive BOEM’s offshore wind activities.
