Special Emphasis Programs ensure equal opportunity in all aspects of employment. They improve the workplace by promoting diversity and teaching people to appreciate and respect differences and similarities in social and cultural backgrounds. These programs support the Equal Employment Opportunity (EEO) Program by aligning with federal policy and practices. The main goals of the Special Emphasis Program include:
- Spoting barriers in recruitment, hiring, promotions, career development, reasonable accommodation, and retention for underrepresented groups such as minorities, women, and people with disabilities.
- Providing managers, supervisors, and employees with information to increase understanding and sensitivity to accessibility and accommodations for individuals with disabilities.
- Developing and conducting programs such as training courses, workshops, job fairs, conferences, and commemorative observances to raise awareness, sensitivity, and understanding of the special issues affecting the employment of protected groups.
Special Emphasis Program Groups
Are established by the Department and include:
- American Indians and Alaskan Natives
- Asian Americans, Native Hawaiians, and Pacific Islanders
- Black Employment Program
- Federal Women’s Program
- Hispanic Employment Program
- Individuals with Disabilities and Disabled Veterans
- LGBTQA+
Special Emphasis Observance Committee
The Department established the Special Emphasis Observance Committee (SEOC) to plan, support, and organize events that help educate and promote understanding of diverse cultures through the Department’s Special Emphasis Programs. The SEOC oversees special emphasis programs, activities, training, and services offered to supervisors, managers, and employees. Bureaus can also hold their own events and programs for nationally recognized monthly observances when appropriate.

The SEOC may sponsor additional events and observances as needed. By November 30th, an annual calendar of events will be created and shared, outlining the dates and Bureau responsible for each activity in the upcoming year.
